Ruth C (Moats) Starr

Ruth C. Starr, 78, of Steubenville, OH died March 26, 2016 surrounded by loved ones.  She was born on August 29, 1937 to the late John and Marguerite (Skinner) Moats.  She was preceded in death by one sister Barbara Martin, and two great grand children Alexis, and Owen Walker.  Ruth is survived by her five children Helen E Starr, James White, Roy Farrell, Tresa Perkins, and Robert Moats, two sisters Helen Nay, and Karen Ann Richards, and two brothers Robert and Ronald Moats, as well as many nieces and nephews, grand children and great grand children. Friends and family  will meet at Schuetz Funeral Home 235 Clifton Ave Mingo Junction on Thursday March 31, 2016 from 9:30 am until 10 am.  Burial to take place at Fort Steuben Burial Estates at 11 am with Pastor Jim Monogioudis officiating.   Donations can be made to St Jude children hospital, St Joseph Indian School, or Disabled American Veterans.  Schuetz Funeral Home is assisting the family.
